I'm new here and must say that you folks share a lot of brain power; mighty nice of you. I hope in the future I'll be able to do the same.

Simple questions [perhaps] that haven't been answered in many web searches...

Is this normal:
Tracert hops move along nicely - rarely a delay higher than 40ms. HOWEVER! the first 2 hops to 1) the router and 2) to gateway, take at least 22 seconds to display the ip name/address at the end of each hop's line. After it's "outta my network" the information is seamless and there are no delays in displaying results.

If it's not normal, is there something that you'd recommend I look into changing? The advanced router settings haven't been adjusted, I have ZoneAlarm set up w/ defaults because I haven't yet learned all that I should before tweaking there.

Second question relates to assigning IP an address in TCP/IP - when I do that with the ip address that the router normally gives me, I can't connect to the internet. Do I have to disable DHCP on the router? Is this a "whole other ball of wax" that should be in a separate thread?? I'm learning with your help.

Unfortunately the support for network components is sub-par both in helpline and on-line information.

Router firmware updated,
DHCP Server: Enabled
NAT: Enabled
Firewall: Enabled

Efficient Networks 2614 router, 1020 NIC
Westell DSL "modem"
Win98lite <~ my pc
second pc networked (netbui) WIN95C (that tracert delay is close to a minute)

My d/load speed is around 495-500kbps with a freaky 600+ once in while. A homerun line was connected by Verizon and the tech got a 608 reading on his qualifier tool at the jack.

Input would be great!

My only guess is it's your firewall, but I'm not really sure. Have you tried running a tracert with your firewall software disabled?

If your are going to setup your computers statically (manually insert an IP in their TCP/IP stack), you should disable the router's DHCP server.
