How can i make my own proxy server?

I posted on a www.tweaktown.com forums about how I can hide my ip address and prevent people from getting access to it I would like to hide my ip address from irc, mirc and browsing.

I was told a proxy server would not block my ip address, but hide it. Is there a How-to step by step guide out on the internet some where?

I have searched www.yahoo.com, www.ask.com and www.altravista.com, up and down and I can't find any How to guides for windows systems on how to make and run your own proxy server.

If you could help me I would be very thankful.
