If you use an internal DSL modem you can have 1 nic in each.
If you use an external USB modem you can have 1 nic in each.
If you use an external Ethernet modem (best choice) you need 2 nics in the server and 1 in client.

Cost wise just use ICS (its free) I prefer to use a hardware router. Hardware applications are more reliable than software, i believe.

Yes 1 Nic in each PC.

Connect each to a switch and connect your DSL router to the switch. Configure your networking properties and set your DSL modem to NAT enabled and off and running..

Easier:
1 nic in each PC.
Connect to a router/NAT
connet router to dsl modem
you are up and running

Yes you could run FTP, host a site or do whatever you want to. You will need a static IP address from your ISP. Most ISP's give you a free one with your account.

You can get reall sweet routers for as little as $99. Look into Netgear RT314. Router/Nat/Firewall/4 port 10/100 switch. I think they run like $129. You can get them at CompUSA or the likes. BestBuy has them cheap online..

A static IP ? Is that an IP that never changes, after disconnecting you get the same than before ?

Every time I connect to my ISP, I get a different one !

You have a dynamic IP check out with your ISP what a STATIC one would cost. prob like $5 a month. You will need a static IP to host FTP and Websites

Yes I guess you could, I never had because I always thought "If I am going to host a website I would want a unique name like www.myuniquename.com not www.myuniquename.whatever.com"

But to answer your question, yes you can do it that way.

The point is that windowsXP and windows2000. is a lot easyer to set up. you didn't know that ?they have full networking built in to them windows98 don't:p

if you plug the EXTERNAL ETHERNET MODEM into a hub or switch then each computer into the same HUB/SWITCH then you need 1 nic per computer.
