I'm not quite sure about this so I'm gonna ask.... does anybody knows if overclocking while using v-cool is safe?

Well I have OC my Tbird 1.4 to 1.5 for a bit with Vcool and didn't notice any problems but try emailing the maker of Vcool and see what he says, mpet@bigfoot.de. I have emiled him before and gave me some good responces and seemed like a nice guy.

Most people don't have a problem overclocking with V-cool. I've seen posts of some hardcore speeders running 170fsb+ with cooling enabled. I am running an XP1600(1400mhz) @1633mhz with no problem. You can manually enabled the cooling for Via chipsets without V-cool if your having a problem with the program.
