My friend suggested we put a chat room on my high schools website. I noticed that speedguide uses a Java IRC Chat client. How easy is this to install, setup, and maintain?
does it put any stress on the server?
With it being a chat room strickly for people under the age of 18, is it possible to put language filters on it?
how easy is it to assign moderators?

Since the chat server is on IRC, the first one to join the channel has ops (an @ next to their name) they can ban/kick people.
For them to set another op, they would type /set +o <name> I think.
The applet is not hard to install, it does not cause any additional strain on the server ( it executes on te client side ).
It is possible to put language filters via bots ( robots ) that sit in the channel and react accordingly, such as an eggdrop bot with some additional tcl scripts (not easy to configure :) ), or some MIRC Windows client with scripts that censor language... Look into IRC, it can answer most of yur questions.

In the jIRC config, just specify a channel, and it will automatically create/join it.

also, how easy would it be to host our own IRC server on the internal network at my school?

You would have to open up the ports in their firewall (6666-6670 I think).
Also, you would have to (ok, don't have to, but it'd be MUCH better to) host it on a *NIX box. A Windows server would be sufficient, but *NIX is soo much cooler :D .
If you want to do this, DO IT!!

if u register teh channel u set OPs and then those are the only ppled OPed unless an OP sets someone else as one.
