I have a Motorola SB3100 with cox net. I bought a SB4100 to replace it. Cox asks that people call them when they wish to move a modem or replace it since it is not correctly configured for the router. Since Cox is so swamped with their conversion I can't get through. Would I be able to configure it myself? or is it something that can only be performed through Cox or through a Cox technician?

Sorry to bum you out, but Cox is the only one that can send the configuration information to your modem. The configuration file comes from the head end of the system.
