why do i ping 100 best on oc3 cs server

this server is in mn
i have 5 mn server on my list..
i ping 40 to 60 on them but one.
my fav 32 player 100 ping best ?
i ping 100 win no one there ... funny but sad
sv_maxrate and sv_minrate set to 0
would it help if they was set..
or fix client rate?

Its probabaly just something that is slow inbewteen you and the server.

i did a tracert looks good..
not just my isp that pings that way
i see lot cable user ping like this on same server......=((
