Some narrative before we begin with the actual problem.
Replaced my motherboard (upgrade to ASUS CUSL2-C) two days ago. Had to delete all network settings, as Windoze duplicated everything in the network settings box. Instead of using the PPPoE connection software I used previously (Enternet 100), Earthlink recommended that I use WinPoET. So I installed it, and that is where my troubles begin.
First, my internet service is 512 down/128 up "guaranteed" PPPoE DSL. With Enternet and my previous motherboard, I was obtaining 1700 down / 240 up *very* regularly.
Now, speed tests show (after mucho tweaking) about 1000 down / 160 up. I can live with the down speed, but the up is killing me.
One thing that has me puzzled is that I have manually edited *every* MTU setting I can find in my registry, setting it to 1426 (the max pingable unit size that I could get pinging my ISP server in a DOS window). Despite this, I still get this tweak test result:
