Okay I have DSL and it is advertised at 1.5 down I do not know the up speed but it is about 500 currently anyways here is the ananlyzer readings. What can I do to speed this up my down speeds are crap,

DSL Not the PPOE
Windows XP
1.4 Athlon
256 Meg Ram


I am having allot of delay time from when I click on link until it starts going to page also very slow download speed.

well, your settings are tweaked. Are you shure you don't have ppoe? Stalls while surfing are usally a problem.
