You set IRQ's in BIOS and reboot:)

Ok, do you know how to set your computer from ACPI to Standard PC?
You'll need to do that first.

to go from acpi to non acpi you need to set that in windows as it automatically thinks you want it to be acpi and if you are going to do that you also need to set the bios as non-PnP and then set the IRQ's
however, this is a tricky process and I only recommend doing it on a clean install
it can cause more harm than damage if you are doing this on an NT station (Win 2K & Win XP & Win NT) on a 9x machine it is a lot smoother.
I am not saying it won't do any good on a NT station, just that it is a bit of work and you need to make sure you don't over-share an IRQ also make sure you know what all the basic IRQ's are first.
This will save you a lot of headaches :p
