Recent'y ( the past 2 days ) I noticed that my connection seems to freeze for about 10 to 30 seconds then start back up. Like opening a web page, it would just hang there, then my connection monitor would start blinking again and the page would load. Any ideas?
I am running win98se w/winpoet too

If you don't have a private IP configured to your NIC, like 192.168.0.1, but have DHCP enabled instead, your connection freezes while Windows attempts a TCP connection via your Ethernet adapter, not your PPPoE adapter. When your connection resumes operation, Windows has then switched it's default TCP route to your PPPoE adapter. Add 192.168.0.1, subnet mask 255.255.255.255 or 255.255.255.0, to your NIC.

MosDef is correct here are the instructions to do what he mentioned.
1. Right click on Network Neighborhood (My Network places)
2. Choose "Properties"
3. A new window will open
4. Highlight the TCP/IP bound to the Ethernet card that is connected to the DSL Modem
5. Click "Properties"
6. Choose the "IP Address" tab, specify, and give it an IP that is internal (like
192.168.xxx.xxx)
7. Set the subnet mask to 255.255.255.0
8. "OK"
if windows is installed under c:\windows try this program to know what your ip is go under C:\windows\winipcfg.exe
