If you are on a PPPoE connection with Windows XP native PPPoE then there is no known way of doing that. If not, then just follow instructions in the following page..

MTU
Setting MTU overrides the default MTU for the network interface it is added to. Note that if EnablePMTUDiscovery is set to 1, TCP will use the smaller value of this local MTU and the "Discovered" MTU of the underlying network connection. If you'd rather use only the MTU value specified here, you'd have to disable PMTUDiscovery, which would prevent your system from detecting the network MTU.

MTU="1500" (DWORD, valid range is from 68 to <MTU of network>).

If on a PPPoE based connection you can lower your MTU (Which some people need to do) http://www.carricksolutions.com/windowsxp.htm#4 If you feel you must raise it, the only thing you can do is install RASPPPoE and use it as a 3rd party PPPoE dialer instead of the native PPPoE in XP.
