Win Me and speed patch!

I did it once long ago... but have forgotten how. But the speed patch does not work on my newly reformatted system. Running Win Me, VIA chipset, cable modem.
It shows in my registry that the speed patch changes are there... but when I run the TCP/IP analyzer it comes up with the generic settings set by WinMe. Anyone know what I need to switch so that the patch takes effect?

was the dang proxy settings that windows defaults too. Fixed... sorry about the un-necessary post :)
