When I am browsing the web on Internet Explorer, the blue bar at the bottom (the bar that indicates the downloading out the web page) starts out slow and then speeds up. Why is that? How can I tweak it so it starts out fast and stays fast?

Also, when I use a downloading program, such as Morpheus, why does my bandwidth shoot up to 500kb/s, then come down and stay down to 50kb/s? I appreciate your assistance.:)

The slower to fast symptom is simply network congestion either at your end, or the remote computer from which you're being served pages. As for Morpheus and the slowdown, your Internet line may occassionally have bursts. All that means is that the remote computer you're downloading a file from may have a very fast upstream Internet line that could accomodate speeds that high, but since your Internet provider has set your downstream speed limit up to 50K/sec, that's as fast as you'll go eventually after your modem negotiates a line speed that it could handle according to line conditions, and your caps. Think of it as a tease on behalf of your Internet provider. ;)
