are you upgrading your previous OS? 95 to 98? if so you'll need to set a permenant swapfile via Virtual Memory
right click "my computer Z" choose proerties and on the performance tab choose virtual memory then selecct to manage your own virtual memory settings and enter a value of 256 for minimum and 256 for maximun.. then run setup again..

SYMPTOMS
When you upgrade to Windows 98 Second Edition, you may receive the following error message when your computer first restarts during Setup:
SUWIN.EXE caused an invalid page fault in SETUPX.DLL.
CAUSE
This issue can occur if the Creative Labs SBLive! Emu10k1.vxd file is not loaded when your computer restarts.
RESOLUTION
To work around this issue:
Rename the Emu10k1.vxd file to Emu10k1.old, and then continue with Setup.
For information about how to rename a file, click Start, click Help, click the Index tab, type renaming, and then double-click the "Renaming files" topic.
Reinstall the sound card drivers for the Creative Labs SBLive! sound card.
For information about installing the Creative Labs SBLive! sound card drivers, please contact the manufacturer or refer to your sound card documentation.
MORE INFORMATION
After you rename the Emu10k1.vxd file, the Creative Labs SBLive! sound card may be disabled and a yellow exclamation point may be displayed in Device Manager next to the sound card.

try taking the sound card out before installing...
What way did you format ? Format c: /U ? did you use fdisk or how did you prepare your HDD for the new OS?
http://www.generation.net/~hleboeuf/suwin.htm
Did you Fdisk, and remove, then recreate the primary partition?
Did you format c: /s?
If not, do that first before you you reinstall Win98.
Are you doing the install from Dos, using a Win98 startup disk?
From my own experience with installing Win98, the only time I got that error was because of bad ram. If you can, swap out the ram for some known good ram, and try installing again.
Also, it would be easier to help when we know what you are doing, or have done, to install Win98.
If you need step by step instructions, have a look Here (http://www.speedcorp.net/guides/windows/instwin98.php)
Good luck :)
