I am no expert setting up a game server that way but I know you can do it with specific applications.
You need a router that can handle two PVC's, (cisco, vanguard, ect)....

Why are you trying to load balance over DSL? You'll end up with worse performance than with a good solid connection. For load balancing, using something like Compaq Netelligent NICs with Cisco load balancing protocols, fed to a Cisco Catalyst switch that works with the load balancing...you're flying. But even a standard 3COM 905 NIC with 5.1 or newer drivers will not begin to near it's traffic capacity with 75 players or more.

For an OS...you'll want a server OS...like NT 4 Server. 2K server is too damn bloated and not good for gaming. Server is much better than NT 4 Workstation or 2K Professional (which is really just NT 5 Workstation)...because a workstation OS is designed to handle up to 10 concurrent connections...over that and you lose efficiency. Server OS's are designed to handle many more than that.

I build lots of public gaming servers for co-locating at ISP's and for hosting LAN parties.
