DHCP vs Static is decided by your provider. It's their network so you have to use their settings. You usually only find static ips through SDSL or other business-class lines. I have comcast@home via DHCP and my ip hasn't changed in almost 2 years...

but, is there any way to set the static ip without talking to the ISP? they charge me 270US$ for static ip, when i pay 60 for dynamic.

You can set your machine up with whatever configuration you choose. Realize that you are a client on their network. If you want to access the services on that network, you need to be configured a certain way. If your network uses DHCP then you should. You can set yourself to a static address, but if they change their addressing scheme for whatever reason you might end up with the same ip as somebody else and that would not be a good thing.
There is a reason why static addresses cost more. Check out business class SDSL. Cost you about $200/month for 256-384k and several static ips. You can even run servers without risk of losing your account.

There is no need to hate any one here, you can run your own server even with a dynamic IP! Go to www.dns2go.com , download their client, and register for a sub domain. After this you don't need to worry about your IP changind every second. The idea is to tive the people your sub domain address not the changing IP. This sub domain will always redirect them to your current IP as soon as it changes.
dns2go is only one, there are a lot of other similar services around the net just search on google for dynamic IP or something like that and you will many others.

DynDNS solves the 'where am i?' but many cable providers scan 80, 110, 21, etc for servers so check with your isp. Not worth having to go back to dial up...

You can still host servers on dynamic IPs with a non standard port, it also can be redirected.:rotfl:
