internet connection

I'm going crazy trying to fix this problem......now when i dial up to my isp it connects, howerver the bytes sent and and recieved are extremely low. how do i fix this problem..i've already changed isp's, modems, ummm.....reinstalled modem, reset bios, ummm.....and tried to make a new connection using internet connection wizard.....WHAT ELSE COULD IT BE :mad: :mad:

i cant download at all because i cant connect correctly, not enough bytes are being sent and recieved.
