On that core, difference simply lies on the switching equipment used to connect backhaul networks. ATM, the traditional, long time used protocol that employs SS7 signaling, and also expensive from what I gather, and IP, which bypasses having to use SS7 signaling instead, and reduces overhead by eliminating protocol networks conversion from ATM to IP and vice versa.
