download fast upload slow

i recently got a cable modem and it should download at say 60k aat first it seemed broken and it only downloaded at 7k and uploaded at 15k but then i downloaded a patch from this website and my download speed is really fast now yet my upload speed is still the same can anybody please help me as i want to send friends and family big files quickly thank you =)

My guess is that your upload speed is the same because the service your with has your upload capped. @home caps their's at 128kb/s. Just for your info.
