System.ini Network Card Tweak for win ME

Does anyone know the System.ini Network Card Tweak ( http://www.speedguide.net/Cable_modems/cable_irq.shtml ) for windows ME? I looked in system.ini and i cant find IRQ9 (thats the irq my network card is on) or any other IRQs under "[386enh]" and even in all of system.ini . Does anyone know how to perform this hack under Windows ME?
