fast upload but slow download on LAN

I have a Cpq Armada M700 that I use in a LAN (10Mbit) network. The strange thing is that my upload speed is around 700 Kbyte/s but my download speed is at top 200 Kbyte/s. I have tried tweaking like speedguide recommends but without results. I have 2 LAN cards. One that is internal (Intel 10/100 +Mini PCI) and one 3com 10/100 LAN pc card. The Intel card is not working properly and when I diagnose (with the diagnose pgm that was preinstalled with the card) it every test passes but the cable test. There are no conflicts reported by windows between the two cards. I suspect that this might be the problem. However I can not disable the card in BIOS because I can't find it there.

There is also another thing. When I download from one source at 200 KB/s and an upload starts, the download speed drops to 0 and and the upload uses all the bandwidth which is very frustrating.

I am facinf the exact same issue. I have a MSI mainboard with an intel Pro onboard lan card. Ive tried a Realtek card but that has the same issue too. My processor is a 2.8 @ 800 Mhz .. with 512 ram .. any help with be appreciated
