I updated to the newest VTCP.386. Went in and changed RWIn to 256960.
When i retest on your site it shows I have an RWIN of 65K. Any suggestions would help. Running win 98.

You could be running through a proxy server ( i.e. @Home. ) if so, goto Start > Run, and type this: regsvr32 -u ahiehelp.dll
That should disable proxy if that is the problem point. Otherwise, you could manually edit the MTU value in your registry (not recommended w/o help)

you are using but you need to make these changes;
change "Tcp1323Opts" set to "1"
