I posted in the "Tweak" forum with all the details in this thread

http://forums.speedguide.net/showthread.php?s=&threadid=36370

Basically the problem is this. Taking default win2k. Installing cablenut to have easier manual editing of registry. Rebooted after every change or install btw. Installed win2k reg tweak and web tweak as well. I did the test for the 50th time today with the same unexplained results. You will see on the test below that rwin keeps showing up as the same number as MSS. The actual registry shows 256960. Not to mention my bandwidth product is very low. No proxy on. This is a frame relay t-1. I checked from my second machine, manually setting the tweaks using dword in my registry to match the tweak file. Its results are identical, except for posts that machines IP, instead of this ones. Now these machines connect thru Etherfast workgroup 8 plug hub, thru adtran TSU LT, then into my Cisco 1700 series router. Im wondering if my router or adtran or something else is effecting this. Ive been working on this all day and am starting to get frustrated these values are not changing. ANY HELP PLEASE.

TCP properties for IP = 208.220.181.228 ()
Note: Read the FAQ if the above is not your IP address.
Browser/OS = Mozilla/4.76 [en] (Windows NT 5.0; U)

TCP options string = 020405b40103030201010402
MTU = 1500
MTU is fully optimized for broadband.
MSS = 1460
Maximum useful data in each packet = 1460, which is equal to MSS.
Default Receive Window (RWIN) = 1460
RWIN Scaling (RFC1323) = 2 bits
Unscaled Receive Window = 365
RWIN is a multiple of MSS
Other values for RWIN that might work well with your current MTU/MSS:
513920 (MSS x 44 * scale factor of 8)
256960 (MSS x 44 * scale factor of 4)
128480 (MSS x 44 * scale factor of 2)
64240 (MSS x 44)
bandwidth * delay product:
Your RcvWindow limits you to: 58.4 kbps (7.3 KBytes/s) @ 200ms
Your RcvWindow limits you to: 23.36 kbps (2.92 KBytes/s) @ 500ms
Consider increasing your RWIN value to optimize TCP/IP for broadband.
MTU Discovery (RFC1191) = ON
Time to live left = 47 hops
TTL value is ok.
Timestamps (RFC1323) = OFF
Selective Acknowledgements (RFC2018) = ON
IP type of service field (RFC1349)= 00000000
