Help tracking websites.

I need your help. I have a client that needs to track someones websites they are visiting but the person has figured out how to delete history and cookies(by watching them look @ them, duh) and needs to be able to see if he is getting into sites he shouldnt be(child porn I think) Please help.

any suggestions would be appreciated.
