Bad connection speeds and slow shared internet speeds

Prob 1) LAN network speeds are at a crawl files transfering to and fro server is incredibly slower than when client computer is d/l
2)download speeds on client computer is more than 10x slower than the server computers speeds, client gets 5k/sec , server gets 50+k/sec ( In relation to the lan speed, the lan speed when transfering files is slower than 5k and is so slow it crashes the computers )

Specs of Hardware of
1) Server 400 OC PII 192SDRAM, 2 10/Mbit NIC's connected to a hub and also the cable modem
2) Hub 10/Mbits
3) Client 576 OC PIII 128SDRAM 1 10/Mbit NIC connected to hub

Specs of Software
1) Zonealarm
2) Wingate Server
3) Wingate Client

Note: Anyone know of any good software better than wingate?
