Direct Dreamcast Connection

I read somewhere about a month ago that a few people were able to connect a DreamCast to the Internet through their Win2K box. It was a direct connection, they weren't dialing in at all and it was being connected through the modem of the computer and the DreamCast. The great thing about it was they were getting a constant, non changing data stream of about 53kbps or around there. I'm running Win98SE, not 2000, and I went though checking out Dial-Up Connection Server and Direct Cable Connection, but since I want to try to get this without dialing in and I can't use a null-modem cable with the DreamCast, I was curious as to if anyone knew how to connect a DreamCast to the Internet in such a manner or if there are any server programs online that would be able to allow me this type of connection.
