TCP over local network ??

I got a little question.
Ive got at program that can emulate IPX over TCP (like Kahn or Kali)...but i sorta need a program that emulate TCP over TCP....
Like...a local network over the Internet...so programs that searches for local network connections will find the other user over the net....get it ??

It's called VPN. (Virtual Private Networking) Do a Search on Exite, Google, yahoo, etc.. You can find some good sites for info.
