Win 2000 Reg Tweaks

I have a Lan, using ICS that has DSL feed.
Two questions.

1. I am having trouble getting email to work, my guess is you need the ISP IP??

2. Should the speed tweaks be installed in the client machines?

I have read on several boards that there is no need to optimize Win2k current network settings in the registry. This is only what I've read though http://www.speedguide.net/ubb/smile.gif
