Win2k pro.. I really need help.

Hi, I run a Unreal Tournament server, And i know that there knowen isues that there are alot of ping spikes when you restart the server, Now im having these problems and i was wondering what the best tweaks i can do to Win2k to make it run faster and such ? maybe this will solve the problem.. Does anybody have any idea what kind of tweaks i can do and how ?
my computer specs are 500mhz with 190 mb ram,
