connection speeds

A friend told me to visit speedguide.net to download a program to help my conn. speed on a 56k. Any help appreciated.

dood, go to your modem advanced settings and turn error control off. In the extra settings box u want to put the init string to turn ur modem connect speed down to about 35,000- 38,666. if you have a 3com its AT@N25
next go to control panel/networking and turn ipx header compression off.
these settings give me a 120 and below ping with 56k

i still cant find that, i know where controlpanel and modems are, but i cant find the energy settings
