How Do I Measure my Upload/Download Speeds?

I have been told I have ****ty cable and to call the cable company. I am afaid that if I call they will blow me off, saying its a computer problem. I need to be able to retrieve my cable upload/ Download speeds to reinforce my argument. My computer specs are 750mhz Athlon, 256MB RAM, 32MB Diamond Stealth III Video Card, 15 gig HD, and 7 gig HD. Plz help.
