Help with lag on tribes server's

I recently used the patches and tweaks found on this site after a fellow gamer directed me here and I'm still receiving lag. I use Windows me and a 3 com network card. I also use a linksys router and my cable service is with @home. When I ping the router and other computers on my home network I get great pings. When I ping Ip's out on the web I get request time outs from time to time. Is this the problem? How do I fix it? I have the proper ports forwarded and the latest versions of software.
