high pings while playing cs

I just bought a DSL line.before,I had cable.now my ping in counter strike varies between 100 and 4000.please help me.while I was using cable , my ping was always 50-60.my DSL is 128/32 and I use an Alcatel ADSL 1000 modem.

Who is your provider? I don't know of any that have DSL at that low of speeds. The bottleneck is definately your upload speed, which is basically the upload speed of a 56k modem.
