I don't know if someone already posted this or not but I got this link from the readme of the X.14 BI update I just got. Heres a paste from the document:
BlackICE generates packet and evidence logs (log*.enc and evd*.enc respectively). To view these files, you will need a utility that can read and decode them. This URL lists such utilities:
