Is there a way to tell a firewall to let files come in from a specific program...for exemple if the firewall is on no one can send me a file through ICQ...

Yes, there is a way. I use NIS and it allows automatic rule creation. Go to the software manufacturers website and look at their support faq's. This is a very common question and they should have the steps you need to take to create the rule to allow this and other applications through.
