I've been using Tiny for a few weeks now and fully agree that rule sets can be tricky to create and that their order is important.
After 3 days of trial and error I got Tiny "tamed". If you are the tinkering type then Tiny is great. If you want less user intervention then go for ZoneAlarm.
With either product properly installed and configured you'll be happy. The biggest difference is that Tiny uses less memory. :)
I agree with Ken and textdawg on their viewpoints on Tiny and ZA Pro.
To say that one is better than the other is a bit misleading...they are both good products. It all depends if you are a tinkerer...if you are use Tiny.
I would not recommend Tiny to a newbie to firewalls because it needs user intervention and knowledge of rulesets, TCP, UDP, Ping and a good working knowledge of the different ports.
As textdawg aptly stated, once you get Tiny tamed it is terrific, however, ZA or ZA Pro is easy to setup and a breeze to use with no knowledge of the intricacies of rulesets.
I use Tiny on my laptop (small footprint requirement), however, on my test PC on both WinMe and Win2K I use ZA Pro.
