Secure Sites And IE

Why is it that sometimes IE, even though you set your security settings to low, will not let you access secure sites, mainly credit card. I have had this problem on 5.01 and 5.5. But I have Wins 95, could that be it?

yep!!!!!!
Windows 98,and windows 98 se and no problem.
Running 5.5 and 4.01 and 5.01.
PS Windows ME is a rip off. Going to have a short life.
