Will it provide any security if I boot my pc withot having the cable modem on, and then turning it on after I boot since the firewall I have doesn't load until I'm in the desktop?

I dont see were it would really matter! For
the few seconds it takes to boot. But if you want to do it that way you can.

I was also wondering, when does the computer show up officially on the network, say to someone who's using a network scanner, right when you turn on the pc? Does it pose a security risk if I boot into pure DOS while I'm on cable? Since there really isn't any network pograms running that I know except tracert and ping.

I would think after it boots up!Due to while it is booting it is searching for it Ip.to
make that connection.I would assume it would be able to bescanned in dos to due to your
cable is on 24/7 and the same as windows the
computer is booted up. Hope this helps.I am not that sure about the firewall protecting
you in dos.May be someone else will know.

What's the chances of someone hacking your box on a reboot...1 in a ga-zillion?
