If I understand your question, the apple airport had the
capability to make a dialin connection to an ISP.

If you mean by "dial-up wireless" an Internet wireless connection, you
can have a few options:
- 3G
- WiMAX

On the other hand, if you want to create a network, for a long range
Internet wireless service and you are not an Telco, the best you will
be able to do is install many WiFi APs all over the area. May be a
Mesh network to interconnect them,
