Oh and 1 more thing why does it say my tcp window is 64240 and i have it set to 513920 in the optimizer and yes i have autotuning disabled..and it says down there rwin scaling is 0 is that good or bad?? plz plz plz help

The Optimizer cannot tweak Vista, and probably just turned off its autotune.

Set your autotune to normal.
