Help optimizing !!

Hi guys,
I was looking around online for ways to improve my internet speeds ( if there are any) and I stumbled upon this site.. did some reading and now want some help.

I'm on a winXP ( 3ghz & 1gb ram)
Internet by tele2 ( NL ) supposed to be 20/1Mbit

Your upload speed is pretty poor.

First google for the following free programs and clean your comp and scan for spywares:

CCleaner
Ad-Aware 2008
SpyBot

Then reboot comp and test speed again.
