I recently upgraded my dsl connection from 1.3mbps to 3mbps
but i still dont get all of my advertised Speed.
any suggestions?

some providers take a few days to ramp up ,and it couldn't hurt to call them back to make sure the upgrade took place. It has happen before where the isp didn't fullfill the order.

Well i got a Call yesterday from AT&T that the order was fullfiled, and today I noticed a Slight difference in my download speed. by like 10-30kbps

im currently downloading around 180-205-kbps.

File transfer speed shown in the browser during downloading is in kilobytes per second. Broadband speed is in kilobits per second.

1 kilobyte = 8 kilobits

Try relocating your router/modem away from ALL other electrical equipment and see if you can get ping times at hop 2 to be around 12-13ms.
