8mb/1mb connection with Windows XP Home Edition SP2
Arris WTM552G Telephony Modem(a Router and a modem hybrid)

The power in my neighborhood went out a few days ago and ever since then, my connection has been acting up. In random times, websites would just stop loading and the phone would go out too. I can't check for db levels since my router's configuration page doesn't have those. I'm using a ISP/Cable Company called Flow, it's one of those Cable/Phone/Internet companies so if the internet stops working, so does the phone line.

My Router is next to my monitor and I'm not using a modem since I don't have one, I can't really put it anywhere else since I'm using a wired connection and the cable is really long and the ethernet cord is short.

your mtu is off check in your router setup for an mtu setting ,and set to 1500 are you running any software firewalls cause your timming out at your first hop.

Leave the modem off for about 10 mins see if that helps the speed any though.

As of right now, I'm not running any firewall or antivirus and I can't change the MTU, it's stuck at 1432 and my router's page doesn't have any options to change it.
