Tweak my Fiber connection

When I first got it I was getting advertised speeds according to multiple speed tests. But, I tried to use a few tweak apps (even the ones from SG) and it went down. I haven't tweaked in years but, I want to get the speeds back...

Advertised Speeds 1500 down 1000 up AT&T Uverse.
Primary machine is runnink Windows XP SP2

Advanced Settings tab:
