query? Web Patches - faster loading of Web Pages

Hi all, really appreciate the work you all do.
Can someone explain what "Please note that the patch sets some values outside of the HTML specs" means?

Basically the patch could cause some promblems depending on what the web server values are set at. Most of the time the patch works without a trouble. I can only recall about maybe 2 times it didn't work for users.
