1. Spyware/malware
2. Interference
3. Heavy traffic

Low ping causes:
1. Spyware/malware free
2. No Interference
3. No Heavy traffic (impossible)

Traffic also means overloaded routers, congested backbones, low-priority/low quality bandwidth, etc.

A large number of hops between you and the target machine causes higher pings as well.

Usually a traceroute can show where the congestion/problem and latency spike occurs (at which hop).
