I work in the IT dept of a small business and had a question.

The way our network is going to be set up is that we have three offices that we want to VPN together(site to site) to share files, send out updates/antivirus and run an exchange email server with. We host a web application that we would like to use VPN(or SSL) to access. Right now, it's hosted on our application server and we access it through the web. Someone proposed that we should go with SSL for all of our VPN needs, but I was curious if small business server 2003 could do the same functions as an SSL appliance?

Our server is going to be hosted in sunguard, formally known as vericenter. All three offices will be connecting to this data center through VPN.

Small Business Server has "Remote Web Workplace"....a web based portal in which you log in..and can check e-mail via OWA, connect to your workstation through Remote Desktop Connection, manage the server, connect to a Terminal Server if you have one in the domain, and access Sharepoint Server.

SBS can be setup as a centralized resource...I've built a few wide area networks for clients..using site to site VPN tunnels done via VPN appliances at all locations, with the SBS box residing at "mothership".

so would it be better to get a separate SSL/VPN device to control access to our network, instead of trying to use SBS?

For a wide area network setup...I prefer doing VPN via hardware....so IMO..yes.

However..so far, looking at what you are looking for...do you need a VPN? Think about RWW, a Terminal Server, and Outlook via HTTP.
