OK i need some help with my connection. I been having bad connection for a while, had more then 3 techs come to my house. They declared that the internet cafes around me are sucking up all the bandwidth. I cant switch ISP's and from what they tell me im suppose to be hitting from 8000-10000 kbsp.
but my speed test indicate im at 256kbps download and 120 up.

any suggestions? and what i should set for the tcp optimizer. And last do you think this tweak will at least jump me to somewhere close to where i should be??

Very high ping times at your modem in hop 2.
Turn off power to the modem and relocate it to a place a few feet away from ALL other electrical devices, including away from the router.

well i cant right this instant because my parents are sleeping, but sat that doesnt work cuz i recall trying that and it really had no affect. But the ISP told me the cafes are sucking up the bandwidth. so you think the tweak will get me back up 2 where im suppose 2? or at least in the thousands? and can u help me configure it

I doubt your ISP is correct on the source of the problem. If they are right, high ping times will start at only hop 3 or 4. But yours begin at hop 2, through an exchange of signals between your comp and the modem.
Check for possible loose wiring or connector in the cable connection between comp, router and modem. Also, ensure you do not coil up any excess length of signal or power cables as this will create electromagnetic force in the system.

Turn off power to your modem for 15 mins. Then power on and log into it and check its signal power levels.
