Irregular ping times at your modem in hop 2. it may be caused by malware in your comp or electromagnetic interference on your modem.
First clean your comp registry with CCleaner and scan it with AVG antispyware, SpyBot and Ad-Aware 2007.

Take some time to scan your comp. When clear, the 3 ping times at the modem in hop 2 would probably all be 7 or 8ms.
